Law enforcement in Waterloo Region have placed a 36-year-old individual under arrest, accusing him of ferrying unsuspecting drug mules as part of an international narcotics operation.

Officers detained Alexander Kwan and laid two charges against him: possession with intent to traffic and possession with intent to export. The bust came after detectives carried out a raid at a Markham address on June 11.

During his Tuesday hearing, conducted remotely from Maplehurst Correctional Centre, Kwan identified himself. His legal representative asked for a postponement to prepare a bail motion.

The matter drew widespread notice following a CTV News / W5 report published earlier this year. That probe revealed how scammers in southern Ontario posted courier job advertisements, then dispatched applicants overseas with luggage packed with illegal substances. Among the victims was a 19-year-old female who landed in Hong Kong last September. Customs officers there discovered roughly 25 kg of cocaine concealed in her bags. She has remained imprisoned since, allowed a single ten-minute telephone conversation with relatives each month.

Her mother, speaking from Cambridge, Ontario, said she views Kwan's capture as validation of her daughter's innocence. She urged Ottawa to intervene with Hong Kong officials and secure the young woman's freedom.

Investigators have pinpointed multiple recruiters active in the same area of Canada. However, the presumed mastermind — who uses only a period symbol as an online handle — has not yet been located. The group has become known among authorities as the "dot network."
