A 66-year-old man with a lengthy criminal record involving the death of a teenager is once again behind bars following his most recent flight from supervised housing. Christopher Watts was taken into custody in Hamilton after absconding from a Montreal transition facility where he had been placed less than a week prior.

Watts' criminal history dates to a 2001 incident at his residence near Cambridge, Ontario. During a gathering at his Somme Island home, a 13-year-old girl from Kitchener consumed multiple substances including painkillers and stimulants, rendering her unconscious. Court documents indicate that while she remained unresponsive, Watts sexually violated her, inscribed vulgar language on her body, and documented the assault. He blocked others from seeking medical help. Emergency responders arrived too late to save her life.

He was found guilty of causing death, sexual violation, and sexual interference, receiving a 12-year custodial term. Upon completing his full sentence, he walked free in 2015 despite being classified as a long-term offender.

In the years since, Watts has repeatedly been released and subsequently returned to custody. A mental health evaluation from 2025 rated his likelihood of reoffending as "moderate-high" generally, "high" for violent acts, and "well above average" for sexual crimes. A judge had earlier characterized him as a predatory figure showing neither guilt nor remorse.

His most recent supervised release began in early June at a Montreal facility. Within six days, he vanished. Law enforcement issued an urgent bulletin warning the public about the "high-risk registered sex offender." His recapture occurred in Hamilton approximately five days later.

The victim's mother, Teresa Trupp, spoke with CTV News about her ongoing torment. "I just don't know what to say anymore, but it's causing such anguish at this point. Again, again and again and again and again," she stated. "This is so unfair to Amanda, my daughter. She was a child and her life was cut short because of him."

Trupp questioned how victims' families can find closure when dangerous individuals keep returning to society. "Amanda's gone. You took my child. And this is what we have had to deal with for 25 years now. How are we supposed to move forward if the system won't give us that opportunity?"
