Second Suspect Arrested in Murder of Arecibo Barber 'Chispi Flow'

Police in Puerto Rico arrested a 19-year-old man wanted in connection with the April murder of barber Carlos Louis Santiago Maestre, known as 'Chispi Flow,' in Arecibo. A second man was also taken into custody.

Authorities in Puerto Rico announced Friday the apprehension of a second individual implicated in the April killing of a well-known barber in Arecibo. The victim, Carlos Louis Santiago Maestre, was recognized locally by his professional name, "Chispi Flow."

Kalib Javier Rivera, 19, was taken into custody at an apartment inside the Ramón Marín Sola public housing complex in Arecibo. He had been sought on an arrest warrant charging him with first-degree murder and weapons law violations, with bail set at $2 million.

During the operation, officers seized a handgun loaded with ammunition and various controlled substances, including marijuana. A 67-year-old man present at the location was also arrested, though his role in the case was not immediately detailed.

Another defendant, 23-year-old Manuel Alejandro Soto, had already been charged in the homicide after turning himself in at the Arecibo courthouse on May 7.

Investigators determined that Santiago Maestre became involved in a confrontation outside a business in April when he was fatally shot. The police department's CRADIC division analyzed security camera footage and conducted photographic lineups, which led to the identification of the alleged perpetrators.

Family members of the victim reacted with hope, expressing confidence that justice would be served.
