A federal court in Manhattan handed down a 30-year prison sentence to a Chinese businessman once ranked among the wealthiest individuals in his country. Judge Analisa Torres convicted Guo Wengui, also known as Miles Guo, for a financial fraud scheme that operated from 2018 to 2023.
According to prosecutors, the defendant persuaded more than a thousand investors to place funds into companies he controlled, including GTV Media Group and two entities bearing the Himalaya name. The total capital raised exceeded one billion dollars. Prosecutors argued the money was used to finance an extravagant lifestyle featuring luxury properties, yachts, racing vehicles, and high-end furnishings.
During sentencing, Judge Torres read excerpts from victim letters describing how they lost life savings. Victims reported severe anxiety, shame, and family conflicts resulting from their losses. The judge noted that Guo exploited people who sought to bring democracy to China, taking their money to sustain his own lavish way of life. She also accused him of ordering supporters to harass and intimidate anyone who spoke against him.
Guo Wengui left China a decade ago and settled in the United States in 2017, presenting himself as a critic of the Communist Party. He developed close ties with political adviser Steve Bannon and became a member of Donald Trump's golf club in Florida. Chinese authorities charged him with rape, kidnapping, and bribery — allegations he dismissed as fabricated.
During the trial, his attorneys argued he was a victim of persecution by the Chinese state and that a lengthy sentence would only validate the smear campaign against him. They presented medical documents proving physical injuries from torture he endured in China and surgeries he underwent between 1993 and 2022.
The defendant was convicted on nine of the twelve charges he faced. The judge ordered him to pay restitution of 889 million dollars. Prosecutors had requested at least 30 years in prison, emphasizing that the fraud destroyed hundreds of lives and left families in financial and psychological ruin.
