A 75-year-old woman was stabbed in the neck in a random attack in Brooklyn on Sunday by a homeless woman who had been released without bail twice in 2025 — despite terrorizing a local beauty supply store owner on both occasions, NY Post Metro reports.
Shawnee Moore, 36, was arrested in September 2025 after allegedly attempting to set a man on fire at KNS Beauty Hair & Wigs on Mother Gaston Boulevard, using a lighter and an aerosol hairspray can while also striking and scratching him, according to court records. She faced charges of assault, menacing and criminal possession of a weapon. Prosecutors requested $15,000 cash bail or a $30,000 bond, but Judge Jevet Johnson released Moore on supervised release with an order of protection requiring her to stay away from the store.
Two months later, Moore returned to the same shop in violation of that order. "I will set the store on fire," she allegedly told the same 52-year-old victim, Dongwon Shin. She was arrested again on charges including burglary, criminal contempt, menacing, resisting arrest and harassment — and again freed on supervised release, this time with prosecutors' approval, by Judge Maria Aragona. On May 15, she failed to appear in court and a warrant was issued.
"She should be put in a mental hospital," Shin told NY Post Metro. "She had braids, deadlocks. She just opened the door: 'You remember me?'"
Under New York State's criminal justice reforms, the second-degree assault charge from September was the only count eligible for bail — at the judge's discretion. The remaining charges across both arrests were not bail-eligible, leaving Moore free to move through the city.
Shortly before 11:30 a.m. Sunday, the elderly victim was waiting for an Uber at the corner of Glenmore and Christopher avenues when Moore allegedly struck her with a stick and stabbed her in the neck. The victim was transported to Brookdale University Hospital Medical Center and listed in stable condition. She was still able to identify Moore as her attacker.
Moore was charged with assault, criminal possession of a weapon and endangering the welfare of a vulnerable or elderly person. She was awaiting arraignment Tuesday. The state Office of Court Administration did not respond to a request for comment on the earlier release decisions.
Shin's wife and co-owner of the store, Sandy Shin, said the repeated releases are impossible to understand. The harassment, she said, began over a stolen wig. "She stole the wig, we told her she stole," Sandy Shin said. "She went with the wigs, came back and tried to burn [Dongwon] with fire. What is it? A crazy person just gonna walk the streets? That's the bad thing about living in New York City. New York City rules are not strict."
Court records show Moore had one prior arrest in 2014, but that case has since been sealed.
