The Central Criminal Police has concluded the preliminary investigation into two damaged submarine cables serving telecommunications connections in the Gulf of Finland, which were discovered at the end of 2025. Four individuals are suspected of crimes.
The investigation leader will press charges under the headings of aggravated sabotage, attempted aggravated sabotage and aggravated interference with postal and telecommunications traffic. The decision on whether to prosecute or drop the charges will now be made by a deputy prosecutor general.
Three of the suspects remain subject to travel restrictions.
Damage to two submarine cables serving telecommunications connections was discovered on New Year's Eve in the area between Helsinki and Tallinn within Estonia's economic zone.
Suspicions of involvement by the cargo ship Fitburg arose fairly quickly. The vessel sailed under the flag of Saint Vincent and the Grenadines and had departed from Russia's Saint Petersburg. It was stopped and ordered to a Finnish port.
