High-risk sex offender Cecil Houle released, expected in Winnipeg

Convicted sex offender with manslaughter history released into Winnipeg community

Global News Crime reports that a high-risk sex offender has been released from custody and is expected to reside in Winnipeg, following a joint public notification issued by the Winnipeg Police Service (WPS) and the Manitoba Integrated High Risk Sex Offender Unit.

Cecil Junior Houle, 50 — also known as Chubby Houle and Junior Houle — was released from Headingley Correctional Centre on Friday. Police describe him as posing a high risk of sexually reoffending, particularly against women, despite having participated in some treatment programming during his incarceration.

Houle was most recently imprisoned on three counts of failing to comply with probation and one count of failing to comply with a recognizance order. He is currently subject to a lifetime weapons prohibition and two active probation orders.

His criminal history is extensive. In 2006, he was convicted of manslaughter in the death of his common law wife and sexual assault causing bodily harm against an 18-year-old woman, serving 12 years for the killing and five years for the sexual assault concurrently. Additional prior convictions include sexual assault, sexual interference, assault causing bodily harm, assault, and carrying a concealed weapon, along with numerous breaches of probation and recognizance orders.

Houle is described as six feet one inch tall and weighing 196 lbs, with black hair and brown eyes. He has several tattoos, including a moth and cobra head on his right shoulder, text tattoos on his left forearm, and a bear paw and marijuana leaf on his right forearm, among others.

The WPS stated that vigilante action or any unreasonable conduct directed at Houle will not be tolerated.
