A developmentally disabled man died after being held captive, starved and restrained inside a Rochester apartment, spectrumlocalnews.com reports. Timothy Greene, 33, was found dead on 17 February on the floor of an apartment on St. Paul Street.

Officers who responded to the scene found Greene naked, covered in bruises — including marks on his wrists and ankles — and severely emaciated. His death has since been ruled a homicide caused by severe dehydration and failure to thrive.

Greene's mother, Andrea Livers, 58, and her boyfriend, Lancysa Harris, 42, have been charged with murder, kidnapping and endangering the welfare of an incompetent or physically disabled person.

According to police, Greene had moved to Rochester from Alabama following the death of his father, hoping to reconnect with his mother. For the 45 days before he died, he never left the apartment. Livers and Harris are also accused of using his Supplemental Nutrition Assistance Program (SNAP) benefits.

"When we found Timothy, he was about 88 pounds — his normal weight was 130," Rochester Police Department Captain Frank Umbrino said. "So, it was months he was being held."

Investigators found handcuffs, barbells and weights, and an unusual quantity of cleaning supplies inside the apartment. Evidence also indicated Greene had been physically restrained.

"How Timothy died is beyond disturbing, disgusting and unfathomable to any normal person," Umbrino said. "At the end of the day, you got two disgusting human beings that did this."

The RPD said the investigation remains ongoing.
