Quebec City man arrested for alleged ISIS-linked chemical weapons plot

A 24-year-old man from Quebec City has been charged with terrorism-related offences after allegedly planning an attack on behalf of the Islamic State, cbc.ca reports. Louay Angoud is accused of communicating online with members of a terrorist group and gathering information on how to build a chemical weapon capable of poisoning Canadians.

The RCMP launched its investigation in April. Corporal Martina Pillarova confirmed there had been no signs of an imminent threat. "There were no indications of an imminent attack," she said. "However, he had the knowledge of how to carry out the attack."

When Angoud was arrested Wednesday, he was found carrying a knife, according to Pillarova.

His landlord in Quebec City, Guillaume Ratté-Côté, told CBC he had never heard his tenant make any violent remarks. He did note, however, that Angoud had once told him he celebrated the September 11 attacks.

Angoud appeared at a Quebec City courthouse Thursday via video link from an RCMP station in Westmount. The Crown opposed his release. He is due back in court on September 28 to schedule a bail hearing.

The RCMP confirmed Angoud has no legal status in Canada and no prior criminal record.
