Greece's Council of State has upheld the legal challenge of a former secretary to a senior Siemens Hellas executive, annulling the police decision that ended her police protection measures.

Greece's highest administrative court has upheld the case of a woman who worked as a secretary to a senior executive at Siemens Hellas. The Fourth Division of the Council of State, chaired by vice-president Ilias Mazo and with rapporteur state counsellor Ioannis Papagiannis, issued decision 747/2026, granting the applicant's request.
The applicant had sought to overturn the act of the police authorities that had terminated the security detail at her home and the escort that had been provided for her movements. The measures had been in place for a long period, as she had been classified as a "vulnerable target" because of her role as a key witness in the criminal prosecution relating to the German company's scandal.
The police chose to discontinue the protection, claiming that there were no longer any signs of an active threat against her. The applicant appealed to the CoS, contending that the police's reasoning was insufficient and that the risks that had led to the initial imposition of the measures remained.
The judges, by majority, ruled that the police decision was inadequately reasoned. According to the judgment, only a short time had passed since the previous decision to maintain the security detail. Moreover, the withdrawal was based on insufficient information about any real danger, without taking into account the circumstances that had led to the extension of protection only a few months earlier.
With this decision, the CoS overturns the police act and obligates the police to re-examine the case, taking into account the actual facts that do or do not justify the continued protection measures for the witness.
