Four Non-Citizens Face Federal Charges Over Illegal Voting in Pennsylvania

Four foreign nationals — two of them in the country illegally — have been charged with election-related crimes in Pennsylvania, DOJ Justice News reports. U.S. Attorney David Metcalf made the announcement, warning that unlawful participation in American elections will be prosecuted.

"Our sovereignty as a nation belongs to the American people and no one else," Metcalf said. "Anyone, including illegal aliens, who votes illegally in our elections will be prosecuted for corrupting our democracy."

HSI Philadelphia Special Agent in Charge Nathan Abel added that every unlawful ballot can undermine public confidence in the election process. "Voting by noncitizens is illegal and has real consequences for the American public," Abel said. "HSI Philadelphia remains committed to working with our law enforcement partners to investigate election-related fraud and help protect the integrity of U.S. elections."

Cliff Sanon — Philadelphia

Cliff Sanon, 39, a Haitian national residing in Philadelphia who is in the country illegally, was charged by criminal complaint with one count of submitting a fraudulent voter registration application. Prosecutors allege he filed a voter registration application in Philadelphia County in February 2026, ahead of the May 2026 primary, despite not being a U.S. citizen. The complaint further alleges this was one of eight fraudulent registration applications submitted by Sanon, who is also accused of having voted in the November 2022 general election. If convicted, he faces up to five years in prison, one year of supervised release, and a fine of up to $250,000.

Dilea Ochoa-Perez — Chester County

Dilea Ochoa-Perez, 43, a Mexican national in the country illegally and residing in Coatesville, was charged by information with two counts of voting as an alien. She allegedly cast ballots in Chester County in both the November 2022 and November 2024 general elections while a citizen of Mexico. A conviction on both counts carries a maximum of two years in prison, one year of supervised release, and fines totaling up to $200,000.

Sade Guppy — Philadelphia

Sade Guppy, 37, a national of Trinidad and Tobago and a lawful permanent resident, was charged with one count of voting as an alien. She allegedly voted in Philadelphia County in the November 2022 general election while not a U.S. citizen. If convicted, Guppy faces up to one year in prison and a fine of up to $100,000.

Eduardo Gallardo Maldonado — Philadelphia

Eduardo Gallardo Maldonado, 66, a Mexican national and lawful permanent resident, was charged with one count of voting as an alien for allegedly casting a ballot in Philadelphia County in the November 2024 general election. He faces the same maximum penalties as Guppy: up to one year in prison and a $100,000 fine.

All four cases were investigated by Homeland Security Investigations. The charges and allegations in the criminal complaint and information are accusations only; each defendant is presumed innocent unless and until proven guilty in court.
