Baxters Road serial thief sentenced after self-surrender at Central Police Station

Kadeem Tristan Otay Dolcy, 34, of no fixed address, walked into Central Police Station on July 5 and told officers he had committed a series of thefts — then was arrested on the spot. Barbados Today reports that Dolcy was subsequently sentenced to 12 months' imprisonment after pleading guilty to three separate offences carried out over a three-week period around a bar on Baxters Road.

The first incident occurred on June 17, when Richard Skeete rode his bicycle to a bar on Baxters Road at around 11 p.m. and parked it unlocked beneath a streetlight before going inside. Twenty minutes later, Skeete returned to find it gone. Passersby told him Dolcy had ridden off toward New Orleans. Skeete reported the theft to police. The bicycle was valued at $200.

On July 3, Bradley Munroe encountered Dolcy near the corner of Baxters Road and Chapman Street — an area Munroe knew Dolcy to frequent, the man being familiar in the neighbourhood for approaching bar patrons and pedestrians to ask for money and drinks. That day, Dolcy asked Munroe for a beverage and was refused. He responded: "Wait, none of wunna don't wanna give me na'in'?" before grabbing Munroe's gold chain and pendant. The jewellery fell to the ground during the struggle; Dolcy scooped it up and ran toward New Orleans. Munroe drove through the area searching for him but found no trace. He flagged down police officers he spotted nearby. The chain and pendant were valued at $1,000.

The following day, July 4, Dolcy entered the Baxters Road bar owned by Amisha Mahadeo, a business he was known to frequent regularly. Mahadeo's mother was behind the counter serving customers when Dolcy came in and ordered beers. He left, then returned minutes later and asked for another round. He then put his arm around Mahadeo's mother's waist, shoved her, and plunged his hand into the cash canister on the counter. Police were called. The amount taken was $253.

The following morning, Dolcy presented himself at Central Police Station, said he had committed the crimes, and asked to confess. He was arrested and charged.

In court, Dolcy addressed Acting Chief Magistrate Douglas Frederick directly: "I apologise to the court. I work and does help my grandmother around the house. It was a mistake. I was under the influence of alcohol."

Frederick was unmoved by the explanation. "Going to a shop where people know you and pushing your hand in the register, I suspect you were under more than just alcohol," the magistrate told him. "These sort of things that you did is jail time. You unburdened your conscience and pleaded guilty, so you did a smart thing today."

Frederick sentenced Dolcy to 12 months at Dodds Prison, with three months deducted for time already served on remand. Dolcy carries nine previous convictions.

A separate indictable charge — escaping lawful custody on July 7 without the use of force — was not put to Dolcy for plea at this stage. He is due back before the District 'A' Magistrates' Court No. 1 on October 26 in connection with that matter.
