Corruption at Andis: Processing confirmed for former director Spagnuolo and 18 defendants

Chamber II of the National Court of Appeals in Criminal and Correccional Federal Matters confirmed the processing of Diego Spagnuolo, former director of the National Disability Agency (Andis), together with 18 other defendants, according to a report by jornada.com.mx citing judicial sources that informed the Sputnik Agency.
Spagnuolo faces charges of negotiations incompatible with public office, fraud by aggravated fraudulent administration to the detriment of the national public administration, and passive bribery.
The investigation originated from a series of audio recordings attributed to the former official and released in August 2025, in which reference was made to an alleged bribery scheme linked to the Agency's medicine acquisitions.
Prosecutor Franco Picardi, in charge of the case, maintains that a system of bribes operated within the organisation, which would have made it possible to direct purchases, apply price surcharges, and simulate competition between laboratories. In that context, he requested the processing of approximately thirty additional defendants.
In the same audio recordings attributed to Spagnuolo, Karina Milei was mentioned, the sister of Argentine president Javier Milei and secretary general of the Presidency, identified as an alleged recipient of three per cent of invoicing. That reference is part of the hypotheses that are the subject of the ongoing judicial investigation.
The confirmation of the processing does not constitute a conviction. The case continues its proceedings and all defendants maintain their right to defence and presumption of innocence until there is a final sentence.
