Bolivia's Public Prosecutor's Office scraps Roma system and changes institutional identity following Mariaca's arrest

Public Prosecutor's Office erases Mariaca's brand and rebaptises its digital platform

The State Public Prosecutor's Office (FGE) eliminated the Roma logotype from all its documents, vehicles, social media and infrastructure, according to information released yesterday by the office of acting prosecutor general José Armando Urioste. The measure is part of what the FGE termed "restitution of institutional identity", adopted following the arrest of former prosecutor Róger Mariaca.

According to El Deber, the second directive rebaptises the Roma Ecosystem as "MP Integra, Integrated Ecosystem of the Public Ministry". Green ceased to be the institutional hallmark and was ordered removed from offices, signage and paperwork. The institutional uniform became ineffective: officials may wear any style and colour of clothing, provided it is formal and appropriate to the position.

Urioste justified the name change by questioning the coincidence of the syllables of "Roma" with the surname of the former prosecutor. The platform had been presented by Mariaca on 23 May 2025 as Repository of Operations, Modules and Applications, and integrated digital case files, procedural actions, electronic notifications, administrative services and artificial intelligence tools. In July, Mariaca had described the platform as "modern, indestructible and inviolable", although concerns about its functioning already existed.

The acting prosecutor further announced a technical review of the system in light of complaints about possible unauthorised access to confidential information. The investigation seeks to determine whether drug trafficker Sebastián Marset could have learned in advance of arrest warrants or search orders through that platform. Urioste clarified that technical conclusions have not yet been reached on the matter.

In parallel, operations in Santa Cruz have continued since Tuesday, when the first search was carried out. Prosecutors and police are inspecting three properties linked to the former prosecutor: one in Jardines del Norte, another on G77 avenue and a third in the Braniff neighbourhood. Cash and original case files were seized.

An official police report cited by El Deber details that a safe was found empty, but that dollars and bolivianos hidden in shoeboxes were discovered in the property. The operation of 30 September is also being investigated, when an ambulance linked to the former prosecutor was intercepted with Bs 3.5 million and $us 10,000.

These proceedings were initiated following the decision by the United States to withdraw visas from Mariaca and other Bolivian citizens over alleged links to criminal organisations engaged in international drug trafficking. Mariaca rejected those accusations and characterised United States actions as interference.

Analyst Alfredo Colque Machicado interpreted the Roma case as an expression of personalisation of power and compared it with "Evo Pueblo", the party registered by Evo Morales, noting that both cases would reflect, in his view, egotism. This represents a personal assessment by the analyst, not an investigative conclusion.
