An appeals panel in Ústí nad Labem began hearing today a large-scale affair involving the illegal issuance of driving licences in Varnsdorf in the Děčín district. In the first instance, the Děčín court sentenced examiner Radek Šampalík to seven years in prison and translator Georges Mangovi to a four-year sentence. The prosecution states that over 700 people illegally obtained driving licences through this scheme. Other suspects have already been convicted previously.
Two examiners from a driving school were involved in the scheme, one of whom died before the proceedings began, along with a translator and applicants from across the country. Hidden cameras monitored the examination room for six months and recorded the passing of bribes, cheating on tests, taking exams for others, and other fraudulent practices.
The court took into account significant aggravating circumstances in the case of the chief examiner, including considerable social harm and greed. In addition to the unconditional sentence, the court imposed a ten-year ban on working as an examiner and in driving schools. During a house search, 350,000 crowns and 375 euros were seized from him.
In the case of the translator, the court also considered aggravating circumstances, but found the scope of his conduct to be smaller than that of the examiner. In addition to the unconditional sentence, Mangovi must pay a monetary fine of 600,000 crowns.
