According to BILD and the news magazine Spiegel, Ibrahim Ibrahim, known for regularly attending Palestine demonstrations in Berlin, attended an event hosted by the Berlin Left party on election night. A few days later, he travelled to Istanbul to a conference called the "Emergency Palestinian National Forum". Senior Hamas officials also met at this conference.

Among the guests was Majed Alzeer (63), whom the Federal Interior Ministry designated in its 2023 ban on Hamas as their "Germany and Europe representative". A year later, the United States named him the "highest-ranking Hamas representative in Germany". Alzeer lived in Berlin from 2014 onwards, where he attended the Neukölln Dar-Assalam Mosque. Photographs show him with Hamas leader Ismail Haniyyeh, who was killed in Teheran in 2024, as well as with long-time Hamas official Khaled Meshaal.

Already in 2020, Alzeer had told broadcaster Al Jazeera that the struggle against the "Zionist enemy" required, alongside peaceful action in the West, also "military resistance in Palestine".

The moderator of the Istanbul conference, Ziad al-Aloul, leads the organisation "Palestinian Conference for Palestinians Abroad" (PCPA). The US government states that this organisation was founded with funds from the Hamas bureau for international relations. Israel describes European representations of this organisation as "Hamas embassies".

Ibrahim regularly appears at Palestine demonstrations in Berlin, most recently on 7 October. In the past, he publicly referred to Hamas leader Yahya Sinwar as a "martyr hero". At anniversary events marking the Hamas massacre of 7 October 2023, there were 60 arrests; a BILD reporter was attacked when he tried to question Ibrahim. At the election party of the Berlin Left, Ibrahim posed for a selfie next to Ferat Koçak (47), the Neukölln Member of the Bundestag.
