Italy leads cooperation against organised crime at summit held in Santo Domingo

According to ansalatina.com, around 270 participants from 39 countries—31 from Latin America and the Caribbean and eight from Europe—met in Santo Domingo between 13 and 15 October for the Annual Meeting of El Paccto 2.0, the European programme aimed at combating transnational organised crime.

The meeting was also attended by institutions from the European Union and at least 30 international organisations, including Interpol, Ameripol and Gafilat. The central focus of the meeting was Euro-Latin American cooperation in justice and security with a horizon through 2030.

The Attorney General of the Dominican Republic, Yeni Berenice Reynoso, described El Paccto 2.0 as "the factor that changed the paradigm of judicial cooperation between Europe and Latin America", and cited Italian magistrates Giovanni Falcone and Paolo Borsellino as "models to follow".

"Current organised crime is violent and infiltrated, and governs through corruption, money laundering and penitentiary control", said the programme's deputy director, magistrate Giovanni Tartaglia Polcini, during his address.

The Italian branch of El Paccto 2.0 is implemented by the Italian-Latin American International Organisation (IILA), coordinated by the Farnesina—the Italian foreign ministry—with a focus on combating corruption, money laundering, confiscations and the penitentiary system. Italian experts Giovanni Russo and Flavia Guarnaccia presented, respectively, advances in penitentiary cooperation inspired by the 41-bis model, and the first Regional Anti-Corruption Strategy for Latin America, originally launched in Buenos Aires.

This strategy will continue in Mexico City in late November and in Brasília in December.

The meeting coincided with a visit to Rome by Dominican President Luis Abinader, who signed a Declaration of Strengthened Alliance with Italian Foreign Minister Antonio Tajani. The agreement provides for judicial cooperation centred on the "Falcone-Borsellino" programme and El Paccto 2.0.
