The Fourth Collegiate Court of Santiago convicted Jilio Louis, a Haitian citizen, to 15 years in prison for raping, beating and robbing a woman in the Villa Bao community, belonging to the municipal district Hato del Yaque, in June 2024. According to infobae.com, citing the Dominican newspaper El Nacional, the sentence was handed down following the presentation of testimonial and expert evidence by the Santiago Public Prosecutor's Office.

According to the court file, Louis intercepted the victim as she walked along a street in the community. He took her wallet, grabbed her by the hair and forcibly led her towards a secluded path. There he attacked her with blows and bites, attempted to asphyxiate her and threatened her with death before committing the sexual assault.

The attack was interrupted when the accused heard the footsteps of a person passing through the area, at which point he fled and abandoned the victim at the scene. The woman managed to reach a road and called for help. Neighbours from the area assisted her and transported her to a health centre, where she was treated. Later, those same neighbours accompanied her to file a complaint with the authorities, to whom she described her attacker, who was identified as Jilio Louis.

Forensic evidence linked the accused

The Public Ministry presented evaluations carried out by the National Institute of Forensic Sciences (Inacif) at trial. The prosecuting fiscal Jenniffer Rodríguez argued that the victim's account was consistent with the medical, odontological and evidence-gathering tests collected during the investigation.

The experts documented human bite marks, bruising, contusions on the nasal septum and injuries in various parts of the body. The forensic odontology report determined that the dental marks found on the victim corresponded to the accused. The court weighed that evidence alongside the woman's statement in issuing the conviction.

Other Haitian citizens sentenced in 2026

There is no consolidated public statistic detailing all convictions handed down in the Dominican Republic according to the nationality of the defendants. However, a review of communiqués from the Office of the Attorney General of the Republic between January and September 2026 identifies at least ten Haitian citizens convicted in seven cases, not including Louis's case, whose sentence was announced on 3 October.

On 2 January, Stive Dosenvill received 15 years in prison for the death of a motorcyclist in Santo Domingo Este. In February, Gregory Salomón and Eva Dumond were each sentenced to 20 years for sexual violation against two teenagers in that same jurisdiction. The Attorney General's Office also reported a 20-year sentence against Jocely Jean for homicide in Hato Mayor.

In May, Juan Bernardo Núñez, also identified as Jean Gardy Bernardo, was sentenced to 30 years for the murder of a woman in a boarding house in Santo Domingo Norte. During that same period, a Santiago court imposed 15 years on Wilex Agustín, Majorit Bautista and José Ramón De León Gil for illegal migrant trafficking and identity theft.

The list also includes Anorid Volcy, sentenced to 20 years for the murder of his former partner in Hato Mayor, and Garbo Fransua, who received six months suspended imprisonment for setting fire to land in El Seibo. The count corresponds solely to cases publicly disclosed by the Attorney General's Office and does not constitute a complete national register of sentences classified by nationality.
