Judith Exavier, consul general of Haiti in Santiago, was arrested on 7 December 2019 in Jimani whilst driving a vehicle linked to a drug trafficking network.

According to rezonodwes.com, Judith Exavier, holding the position of consul general of the Haitian consulate in Santiago, was apprehended on Saturday, 7 December 2019 at the Jimani border crossing, as she attempted to cross into Haiti through the wrong side of the barrier.

The diplomat was driving a white Lexus vehicle, registered as G-353903, registered in the name of José Bernabé Quiterio — an individual implicated in the so-called "César el Abusador" case.

Members of the J-2, the Dominican military intelligence service, as well as the Public Ministry, represented by the prosecutor general of Independencia, Soni Adriano Rosario José, proceeded to seize the vehicle, reports Dominican media outlet CDN.

César El Abusador, whose real name is César Emilio Peralta Adamez, is nicknamed the "Dominican Pablo Escobar" because of the sophisticated methods he allegedly employs to transport tonnes of narcotics and the crimes he is associated with. He was arrested in Bogotá the same week and was awaiting extradition to the United States of America.

Judith Exavier was released on bail following her interrogation. According to some Haitian media outlets, she allegedly has close links with senator Tet Kale Rony Célestin. These claims have not been confirmed by an official source.
