Estonian law enforcement authorities have identified a second man linked to the unlawful breach of a pharmaceutical company's client database. Harju County Court has issued an arrest warrant against the 30-year-old person of North African origin, and he has been declared a subject of an international manhunt.
The case involves the company Allium UPI, which manages the Apotheka pharmacy chain's loyalty programme. An attack on the company's information system took place in early last year, during which client personal data were copied. The first suspect, a younger brother, was declared wanted earlier.
Head of the Cybercrime Unit Jete Luik acknowledged that cross-border digital attacks pose a growing threat to Estonia. He emphasised that investigating such incidents and apprehending the perpetrators is a priority in order to demonstrate that crimes directed against Estonia are not ignored.
According to police, the leaked information has not been misused to date. Nevertheless, the incident affected a large number of people whose sense of security it undermined.
State Prosecutor Vahur Verte noted that in recent years, Estonia has resolved several large-scale cyber incidents. These include attacks directed against state institutions, data theft from a biotechnology company, and now both incidents related to Apotheka. Verte stressed that companies processing health data bear a particularly large responsibility in protecting their systems.
If the suspect is apprehended in any country, he will be extradited to Estonia.
