The Civil Guard association Jucil has demanded that the Government reactivate the Coordination Body against Drug Trafficking in Andalusia (OCON-SUR) and declare Huelva a Special Singularity Zone, according to canalsur.es. The request comes following the arrest of ten members of a criminal organisation accused of firing shots at a patrol vessel of the Provincial Maritime Service in Huelva during the early hours of 17 to 18 August.

The armed forces confirmed the ten arrests on Saturday. The detainees are identified as presumed responsible for the armed attack against the police vessel, an incident which Jucil interprets as a sign of an escalation in drug trafficking violence in the province.

Agustín Domínguez, Jucil spokesman, stated that the facts demonstrate that "drug trafficking has increased its operational capacity and its level of violence". In his opinion, the dissolution of OCON-SUR "weakened the operational capacity of the Civil Guard" at a time when drug trafficking networks were expanding their activity from the Campo de Gibraltar towards Huelva, Cádiz, Málaga, Seville and the rest of national territory.

Domínguez argued that "the recovery of OCON-SUR cannot be delayed any further nor replaced by temporary solutions or announcements without operational content". Jucil demands a permanent unit, specialised and equipped with sufficient resources to tackle organisations which, according to the association, have vessels, weapons, technology, logistical infrastructure and substantial financial means.

In addition to the restoration of OCON-SUR, the association urges that Huelva receives without delay the declaration of Special Singularity Zone. This status, they point out, should translate into economic and professional incentives for officers posted in the zone, preference in the provision of posts, work-life balance measures, support for families, staff stability and urgent coverage of vacancies.
