PP of Málaga demands reactivation of OCON-Sur: first Andalusian province in war-weapons seizures
The Málaga PP calls on the Government to reactivate the elite Guardia Civil unit against drug trafficking, dismantled in 2022. Málaga leads seizures of war weapons in Andalusia and registers 15% fewer arrests.
PP of Málaga calls for reactivation of OCON-Sur following escalation of violence on the coast
Málaga is the first Andalusian province in seizures of war weapons by the National Police. Using this figure as a central argument, the secretary general of the PP of Málaga, José Ramón Carmona, demanded this Monday that the Spanish Government "correct course" and reactivate OCON-Sur, the elite unit of the Guardia Civil specialised in combating drug trafficking in Andalusia, dismantled by Interior Minister Fernando Grande-Marlaska in September 2022.
According to ABC, Carmona thus supported the request previously made by the president of the Junta de Andalucía, Juanma Moreno, to restore the unit's operational status.
Fewer arrests despite increased violence
The popular leader quantified the impact of the dismantling as a 15% fall in the number of arrests in the province over the past year, despite an increase in operations and an escalation of violence that Carmona described as structural. "Drug-trafficking speedboats operating with total impunity and increasingly brutal score-settling," he stated, in direct reference to the shooting that took place this very Monday in Marbella, with one dead.
Carmona criticised Marlaska for having weakened the fight against drug trafficking and called on the Executive to "heed its own figures and adopt more solutions and fewer excuses".
Data supporting the demand
The secretary general of the PP of Málaga detailed a series of indicators which, in his view, justify an urgent institutional response. The use of bladed weapons has increased by 84% on the Costa del Sol, whilst assaults on security force officers have risen by 35% in the province. Regarding the Guardia Civil, Málaga occupies the second position in seizures, only behind Cádiz.
Carmona linked these figures to the National Security Report of 2025 itself, in which the Interior Ministry classified Málaga as a "hotspot" in the fight against drug trafficking. "The escalation of violence and the change in the model of criminality on the Mediterranean axis is evident, with particular impact on the Costa del Sol," he insisted.
Non-Legislative Proposition and declaration of singular zone
The PP presented in early July a Non-Legislative Proposition to the Congress of Deputies demanding the Government present a comprehensive security plan for the coastline of Andalusia and Murcia. The party also calls for Málaga and Andalusia to be declared a Zone of Special Singularity, a status which, according to Carmona, "implies recovering the elite unit against drug trafficking—OCON-Sur—or a similar deployment".
The popular leader criticised President Pedro Sánchez's response as "sitting back and denying reality", and questioned whether "this negligence on the part of the Executive does not respond to the strategy of 'Sanchism' to abandon and wrong Málaga and Andalusia".
Reinforcement of resources and specialised personnel
Carmona concluded his remarks by calling on the Executive to provide reinforcement in both material resources and specialised personnel. The request carries greater weight, he stressed, given the explicit recognition by the Interior Ministry itself of the province's situation in the latest national security report.
