A cyclist who has attacked people of foreign background in Oulu whilst armed with an edged weapon remains uncaught. Police have received almost 200 reports, but the perpetrator's identity remains unclear. Five acts of violence are being investigated as part of the same case.

Oulu police have failed to apprehend the person who, whilst cycling, has attacked several people of foreign background with an edged weapon. Although authorities have received almost two hundred leads, the suspect's name or whereabouts have not been established.
The most recent act of violence occurred on 26 June in the Kaukovainion district. The cyclist assaulted a man at the intersection of Joutsentie and Kainuuntie and continued on his way. According to Chief Inspector Petri Savela, this is being investigated as attempted manslaughter.
Four other similar assaults have been compiled into the same investigation. In Knuutinkankaa on 5 June, the cyclist stabbed a victim in the back. Both this and the attack committed on 14 April are classified as attempted murder. Violence at the beginning of May and in May 2025 is being investigated as attempted aggravated assault and aggravated assault respectively.
– We are investigating all of these as one comprehensive case, Savela says.
On 7 July, police released new surveillance camera images in which the suspect is visible on a traditional ladies' bicycle. He is wearing a collared shirt and a grey baseball cap resembling a Finnish Defence Forces field cap. In previously released footage, the perpetrator protects his left leg. According to police assessment, the suspect is 20–35 years old.
– Somewhere there is certainly someone who can identify him from the images, Savela states.
The series of incidents is exceptional. – This is really rare, the chief inspector says.
