Planned charges against former officials in Haapajärvi, located in Central Ostrobothnia, have been dismissed. According to the prosecutor, there is insufficient evidence of official misconduct against the former city manager and former director of education.
The city requested police investigation into the matter in winter 2024. The investigation examined how the city's previous management team handled a local school principal's—who was also chair of the city council—report of suspected sexual abuse. The person in question died in a traffic accident before his case reached court.
Police established whether the director of education should have suspended the suspect from his official duties and referred the matter to a board for decision. Additionally, it was investigated whether the city manager ensured that subordinates fulfilled their statutory obligations.
The decision not to pursue charges is based on the fact that suspending a civil servant from office requires a higher standard of proof than initiating a preliminary investigation. According to the prosecutor's assessment, the leaders did not have sufficient grounds to suspect the individual of official misconduct and to take formal action.
The legislation also grants officials discretionary authority over when action is taken. For this reason, it cannot be established that the leaders could have foreseen that their actions would lead to criminal suspicion.
