According to ladepeche.fr, an investigation targeting Toulouse's mayor, Jean-Luc Moudenc, for "embezzlement of public funds" during the 2020 municipal elections is progressing despite changes in the leadership of the Auch public prosecutor's office. A former collaborator from the mayor's office was heard as a witness on 16 September at the Toulouse judicial police.

The anti-corruption association Anticor filed a complaint on 6 June 2025, fifteen months before this initial hearing. It accuses Jean-Luc Moudenc of having used municipal resources for his re-election campaign. The judicial police first conducted a written search and collected documents — agendas, schedules — covering the pre-electoral period of March 2020.

Anticor relies on more than a hundred documents (emails, agenda copies, exchanges between collaborators) to support its accusation. The complaint notably mentions "work in the shadows" carried out by a dozen members of the office during working hours and "preparatory meetings" in the red salon of the Capitole between January and March 2020. Moudenc has denied these accusations.

The investigation will determine whether these activities took place during leave or outside the usual duties of the office. A dozen to sixteen other close collaborators, including the former chief of staff who has left the municipality, are to be heard in the coming days. The file has been transferred to the Auch public prosecutor's office for greater impartiality. The departure of the Gers prosecutor, Clémence Meyer, following the Lyhanna matter, had delayed the procedure, which is now proceeding according to a standard framework of witness hearings, documentary analysis and technical verifications.
