Former Prime Minister Édouard Philippe declared on 28 May on France Inter that a non-final court decision would not lead him to abandon the 2027 presidential election. Currently heading Le Havre's municipal government and leader of the Horizons movement, he is the target of an investigation by the National Financial Prosecutor's Office.
The allegations against him include misappropriation of public funds, improper benefits granted to certain parties, conflicts of interest, and pressure exerted on civil servants within the Le Havre metropolitan area. A former senior executive of Le Havre Seine Métropole, now a whistleblower, reported the matter to the National Financial Prosecutor's Office as early as September 2023. She claims to have observed particularly serious irregularities by local political figures.
Investigators conducted raids in April 2024. The complainant subsequently became a civil party to the proceedings in June 2025. The prosecution finally opened a judicial investigation on 19 May, assigned to an examining magistrate.
Interviewed on France Inter, the main person concerned reiterated his good faith: he claims to be innocent and respectful of applicable law. He committed to full cooperation with the magistrates. According to him, the case is of a highly technical nature.
This procedure does not affect his electoral ambitions. He promised a campaign conducted "fully", at his own pace, without allowing anyone to impose a timetable on him. He expressed his determination to prevail in the 2027 election.
His ally Gérald Darmanin, Minister of Justice, had two days earlier urged him on France 2 to demonstrate greater ambition to occupy the Élysée Palace.
Édouard Philippe also emphasised his differences with other candidates from the same political camp, such as Gabriel Attal or Bruno Retailleau. He invited citizens to examine the programmes in detail, highlighting his strategy against drug trafficking. The latter is inspired by counter-terrorism measures and provides for substantial investment in port and airport infrastructure.
