Tarbes mayor Pascal Claverie confirmed the facts: "Friday morning, during a patrol, municipal police came upon an individual consuming nitrous oxide." Upon seeing the officers, the individual fled without retrieving his belongings.
The case has since been handed over to the national police, who is now in charge of the investigation.
