Dominican ammunition with gang 400 Mawozo: UN conclusions

The United Nations Group of Experts on Haiti established that ammunition seized from the Haitian gang 400 Mawozo came from the army of the Dominican Republic, with others presenting characteristics compatible with stocks diverted from the Dominican National Police (PND). According to icihaiti.com, these conclusions appear in interim report S/2026/241, submitted to the United Nations Security Council.

Investigators analysed a sample of 89 cartridges of 5.56 mm linked to gang 400 Mawozo in 2025. Among these, 25 bore the initials "ERD", corresponding to the Dominican Republic's army, and 16 others displayed markings compatible with ammunition diverted from Dominican police. In total, 41 of the 89 cartridges examined presented one of these two links with the Dominican Republic.

Dominican authorities informed the Group of Experts that the ammunition identified by the ERD initials had been acquired in 2022 from a Colombian manufacturer. The report specifies that Dominican armed forces mark their ammunition in order to facilitate stock control and detect potential diversion.

In December 2025, an officer of the Dominican army was arrested in San Juan de la Maguana with a Haitian national, whilst they were transporting 1,516 cartridges by motorcycle. The United Nations indicated that judicial proceedings related to this case were still ongoing at the time the report was drafted.

PND stocks looted to the tune of 908,001 items

The reference to Dominican National Police ammunition stems from an earlier investigation by the same Group of Experts, incorporated into final report S/2025/597, presented to the Security Council on 25 September 2025.

In July 2024, the Haitian National Police (PNH) seized 5,000 cartridges of 5.56 x 45 mm in Mirebalais, smuggled into Haiti from the Dominican Republic. Italian manufacturer Fiocchi Munizioni confirmed to the special group that this ammunition had been produced in 2022 and was part of a batch of 500,000 cartridges delivered the same year to the PND.

Following this discovery, Dominican authorities opened an investigation and carried out an inventory of their police stocks. This inventory revealed the diversion of 908,001 items, mainly ammunition, from PND depots.

Among the missing materials were over 489,000 cartridges of 9 mm, 230,000 cartridges of 5.56 x 45 mm, 26,000 cartridges of 7.62 x 39 mm and 93,000 cartridges of calibre 12. The report attributes these diversions to "corrupt agents of Dominican police and armed forces".
