The Budapest Police Headquarters has ordered an investigation into suspicion of breach of trust in connection with the Gondosóra programme launched by the Orbán government. Complaints against the project are being submitted in succession.

Investigation launched in the Gondosóra programme case

The Budapest Police Headquarters has ordered an investigation into suspicion of breach of trust in connection with the Gondosóra programme initiated by the Orbán government – reports HVG, citing Telex.

Minister of Science and Technology Zoltán Tanács announced in recent days that the government will make a report to the National Data Protection and Information Freedom Authority (NAIH), as there is reasonable suspicion that users' data was not handled appropriately. The minister previously also filed a complaint on suspicion of breach of trust and budget fraud, and dismissed Roland Juhász, the managing director of the Government Service Centre (KSZK), which was responsible for implementing the programme.

The Integrity Authority has also taken action: following examination of certain procurements relating to Gondosóra, it filed a complaint against an unknown perpetrator on suspicion of multiple criminal offences, and moreover initiated a procedure for irregularities with the supervising authority and other competent bodies.

The programme, launched in 2022, was intended to allow people over 65 to call for help with a single button press if they became unwell or got into trouble. The IT infrastructure of the project was developed by 4iG Zrt. Ákos Hadházy was the first to file a complaint and report on the matter – as an independent member of parliament at the time – and also flagged his concerns with the European Anti-Fraud Office (OLAF).

The list of irregularities surrounding the programme is long. In December 2025, Gondosóra users received Viktor Orbán's Christmas greeting, and in January 2026 they received a campaign leaflet in which the then prime minister addressed pensioners. Messages encouraging voting appeared on some of the devices before the 2022 elections – despite the fact that the devices were not meant to be deployed for political purposes.
