The man was the subject of a red notice issued by Interpol's General Secretariat in Lyon. The arrest took place at the instigation of Italian investigators, the result of joint work by the Venice Mobile Squad and the Sco, activated at the request of the General Office of the Public Prosecutor of Venice, which had extended the search internationally.

The 45-year-old had been definitively convicted of membership in an association aimed at trafficking in narcotic substances and drug dealing, as a result of an anti-drug investigation coordinated by the District Office of the Public Prosecutor of Venice and conducted between 2019 and 2021. The investigation had established the prominent role he held within a criminal organisation operating in Venice, specialising in the importation and commercialisation of cocaine destined for the drug markets in the Venetian hinterland.

The monitoring of the movements of his closest relatives and the analysis of their habits had allowed investigators to hypothesise the presence of the wanted man between Albania and Dubai, in the United Arab Emirates. Further details supported by databases and video surveillance technology had confirmed that, even in the recent past, his relatives had travelled to Albania to meet him, with the support of a network of facilitators.

The final localisation was facilitated by the Service for International Police Cooperation of the Department of Public Security (Scip), which through the Office of the Security Expert in Tirana guaranteed a constant exchange of information, allowing Albanian police to monitor the relational context of the fugitive until his capture.
