An unlicensed optician was apprehended last Friday in Azrou, heading a criminal network specialising in fraud against health insurance organisations, including CNSS. The information is reported by fr.le360.ma, citing the daily newspaper Assabah in its edition of Friday 5 June.
The arrest followed a complaint filed by the National Union of Moroccan Opticians, which triggered an investigation by security authorities. The suspect never obtained authorisation to practise from the Office of the Prime Minister nor from any other competent authority.
Holding a diploma issued by a private school, he used it to fabricate false medical documents for the benefit of CNSS card holders and other medical cover schemes, in order to obtain fraudulent reimbursements for amounts described as "staggering" by the newspaper. The network's shops attracted many candidates for reimbursement of false services.
The network's leader operated from Casablanca, where an accomplice was also arrested who was responsible for filling in the medical cover forms necessary for fictitious reimbursements. All other members involved, directly or indirectly, in these operations have been handed over to justice.
The National Union of Moroccan Opticians is taking this case as an opportunity to denounce the proliferation, in several cities of the kingdom, of opticians operating without legal basis. According to the union, private vocational training schools are issuing diplomas en masse in specialised optometry, allowing their holders to open a practice without meeting the authorisation conditions imposed by the competent authorities.
