Security camera footage shows the vehicle was travelling at approximately 33 kilometres per hour and performing zigzag movements before hitting the young man, who was walking on the road whilst looking at his mobile phone. After the impact, the victim fell against a yellow concrete structure. The occupants of the van did not stop the vehicle or get out to help him.
Residents block exit; security personnel intervene
Condominium residents alerted security personnel stationed at the compound's entrances. The compound has one exit towards San Juan de Miraflores and another towards Chorrillos, two points through which the vehicle's occupants reportedly attempted to leave the area. Security personnel prevented their escape, according to a statement made to the programme by André, a relative of the victim.
"I think those same people were transferred to Sagitario police station that night", André said regarding the whereabouts of the three people who were in the van.
Vehicle registration links it to Interior Ministry and national police
During the television report, the number plate EAJ-686 was displayed, information provided by the young man's family. The vehicle record presented on the programme indicated that the unit belongs to the Interior Ministry and the National Police of Peru.
When asked whether the three occupants were police officers in civilian clothing, André responded: "Yes, it appears so". The relative also stated he had knowledge that the vehicle was used by the Criminal Investigation Directorate. "I know the vehicle is from DIRINCRI and well, that's all", he stated.
The report did not specify the identities of the three people apprehended nor the police station where they are assigned. André indicated that he did not know those details.
Alcohol testing of vehicle occupants
According to information broadcast by the programme, the family received information about an alcohol test being carried out on the van's occupants. When asked about the result, André responded that he did not know the exact figure, although he indicated that he had been told of a result close to "one point five".
Victim's state of health
The young man remained hospitalised due to the blow to his head sustained when he fell against the concrete block. Doctors were conducting various examinations to determine the extent of the injury, according to the report. André indicated that his relative remained in critical condition.
The case was placed in the hands of Sagitario police station, according to information provided by the family to the programme. The family was awaiting notification of both the results of police proceedings and the medical condition of the hospitalised young man.
