Prosecutor from FECOR in Callao receives death threats for investigating organised crime
An assistant prosecutor specialising in organised crime was threatened with death by criminals who demand he "fall into line". The message was allegedly sent from Colombia.
Prosecutor from FECOR threatened with death in Ventanilla for investigating "Los Injertos"
Leonardo Guffanti Parra, assistant provincial prosecutor at the Specialised Provincial Prosecutors' Office Against Organised Crime (FECOR) in Northwestern Lima, based in Ventanilla, received a death threat in which criminals claim to know his movements and those of one of his relatives. According to infobae.com, the intimidation was revealed exclusively by the programme 24 Horas during the commemoration of the nineteenth anniversary of the specialised prosecutors' offices against organised crime.
In the audio released, a warning is directed directly against Guffanti Parra. The criminals make reference to his activity in Ventanilla and demand that he "fall into line", under threats to his physical integrity and that of his relatives.
Investigations that may have motivated the intimidation
Guffanti Parra is part of one of the specialised teams investigating criminal organisations active in Lima and Callao. Among the cases in which he has participated are investigations against Los Injertos del Cono Norte and proceedings linked to crime bosses known by the aliases El Jorobado, El Monstruo and Marín Morón.
The threat is believed to have occurred following a series of hearings in which pre-trial detention was secured for alleged criminals related to gold theft on the Costa Verde. According to a confidential report, the threatening communication was made from a telephone number in Colombia. The document indicates that the objective would be to intimidate the prosecutor so that he abandons investigations against members of the organisation Los Injertos del Callao-Ventanilla, a group in which the authorities have recently identified new alleged members.
Protection measures requested
In light of the risk, it was proposed to request from the Public Ministry measures of security and personal protection for the prosecutor from the general commander of the National Police of Peru, with the aim of preserving his physical integrity and his life.
Pattern of threats in the Public Ministry
The intimidation against Guffanti Parra occurs in a context of increasing harassment of prosecutors. Between October and December 2025, prosecutors Margarita Haro and Miriam Parra were threatened. In the case of Haro, those responsible demanded that she withdraw from an investigation against members of the organisation known as los Chuquis de Juan Pablo. The threats against Miriam Parra, prosecutor for Northern Lima, were related to sentences obtained in investigations into femicide cases.
However, according to the journalistic report, this would be the first time that a member of the FECOR has been directly the victim of a threat of this nature.
Jorge Chávez Cotrina, national coordinator of the FECOR, revealed that during 2025 around 25 prosecutors were victims of extortion and threats. Guffanti Parra, for his part, recalled that the specialised teams have presence at the national level and that anti-narcotics prosecutors have also been targets of similar intimidations.
