Just 72 hours after the murder that shook Lima North, agents of the Criminal Investigation Division (Dirincri) of the National Police detained eight people identified as direct perpetrators of the death of Pedro José Herrera Veloz, according to exitosanoticias.pe.

The 34-year-old transport worker was burned alive inside his minivan during the early morning of 28 September, while resting at the Primera de Pro stop on the Panamericana Norte, in the district of Los Olivos.

Simultaneous operation in Lima and Ica

The detentions were carried out simultaneously in the regions of Lima and Ica. According to the official Dirincri investigation, tracking of extortive telephone lines, payment-receiving accounts and analysis of video footage from the attack made it possible to identify the involvement of each of those implicated.

Among those detained is Venezuelan citizen Eder José Monsalve Carlys, identified as the driver who transported the hired killers from Barrios Altos to Los Olivos. Once at the location, the perpetrators acted in a coordinated manner: José Augusto Desa Castro, 21 years old and known as 'Bocha', smashed the vehicle window with a stone; Christopher Joel La Rosa Cruz, 18 years old and alias 'Huevito', threw the fuel and ignited it; whilst a 17-year-old minor recorded video of the moment of the attack.

Also detained was a man identified by the alias 'Yohnny', linked to the financial apparatus of the organisation, on whose mobile telephone audio recordings were found containing instructions to conceal the vehicle used in the crime.

Four Venezuelans hired for 200 soles

According to information disclosed by exitosanoticias.pe, four Venezuelan citizens allegedly received 200 soles to carry out the murder. The victim had refused to pay a weekly extortion fee of 40 soles, imposed by the criminal organisation on drivers in the area.

Video footage of the attack was deliberately distributed in WhatsApp groups of other drivers, accompanied by threatening messages. With this, the extortionists sought to pressure other public transport lines into submitting to payment of quotas managed through digital wallets.

Modus operandi of the extortion network

The crime exposes the method by which the organisation operates: the use of extreme violence as a deterrent message towards drivers who refuse to pay weekly quotas. The victim was not chosen at random; their resistance to the collection allegedly motivated the hiring of the attack.

The Dirincri identified a structure with defined roles: a logistics driver, direct perpetrators, a minor tasked with filming and a financial network responsible for receiving and moving the money from extortions.

Progress in fighting transport extortion

The capture of the eight individuals implicated represents progress in investigations into networks that extort the transport sector in Lima. The National Police have not ruled out further arrests related to the case.

The incident revives the debate over the security of transport drivers in the capital, who operate under constant threat from organisations that demand periodic payments in exchange for not being attacked.
