Fugitive from Italian justice detained in Puente Piedra after twelve years

Peru's National Police arrested Miguel Cahua Torres, a Peruvian citizen, in the district of Puente Piedra, north of Lima, following a warrant from Italy for alleged sexual violence offences against two minors, one of whom is his own daughter. According to infobae.com, the man had evaded Italian justice for twelve years since his return to Peru in 2014.

The arrest was carried out by the National Central Office of Interpol Lima, with support from personnel specialising in transnational crime, and followed a red notice issued by the International Criminal Police Organisation (Interpol) at the request of Rome's Court of Appeal. Cahua Torres was apprehended over this past weekend when he was outside his residence.

Italian authorities are investigating him for offences that occurred in Rome at two separate times. The first concerns a nine-year-old girl who was allegedly subjected to repeated abuse in 2000. The second case involves his daughter, who was 14 years old when the alleged offences occurred in 2014.

Both cases are part of the judicial request formulated by Italy. The detainee must now face an extradition process to Rome, where the Court of Appeal awaits the completion of the corresponding procedures in Peruvian territory.

The case comes in a context of high incidence of sexual offences in the country. Between January and August 2026, the Women and Family Emergency Centres registered 8,761 cases of sexual assault in Peru, according to preliminary figures from the National Warmi Ñan Programme, attached to the Ministry of Women and Vulnerable Populations. Women accounted for 8,263 of those cases, equivalent to 94.3% of the total, whilst men totalled 498 cases, 5.7%. August was the month with the highest number of registered cases, with 1,180, followed by June, with 1,165, and April, with 1,138.
