Reimbursement fraud at Mogilno hospital – NFZ imposes fine of 2.6 million zloty
The NFZ identified irregularities at Mogilno hospital: the facility was billing more expensive procedures requiring hospitalisation instead of outpatient procedures. The fine exceeds 2.6 million zloty.
Mogilno hospital fined for inflated treatment costs
Mogilno hospital was billing the National Health Fund (NFZ) for more expensive procedures requiring hospitalisation, despite the fact that patients could have been treated on an outpatient basis – according to findings by the NFZ, as reported by polsatnews.pl. The inspection concluded with a negative result and a financial penalty exceeding 2.6 million zloty.
NFZ spokesman Jakub Gołąb explained that this constituted fraud to obtain higher reimbursement. The Fund discovered this after conducting analyses of this type of service across the entire country. The hospital filed objections to the inspection results, so the appeal procedure is still ongoing.
Thermoablation and spinal procedures under scrutiny
Gołąb indicated that the NFZ inspection proceedings covered pain relief procedures – thermoablation as part of arthroscopic procedures and percutaneous spinal procedures – and were not limited to Kuyavia-Pomerania Voivodeship. All these inspections concluded with negative results and the imposition of financial sanctions on individual facilities.
The spokesman added that following these proceedings, the Agency for Health Technology Assessment and Pricing revised the valuation of the aforementioned services. New, lower rates have been in effect since January 2026.
Scale of NFZ inspection activities
The NFZ Control Department conducted a total of 2235 inspection activities in 2025, including 798 inspections and 1437 verification procedures. In 2026, 871 activities have been completed – 482 inspections and 389 verification procedures – whilst approximately 450 proceedings remain pending.
The financial consequences of these activities totalled over 158 million zloty in 2025 and over 104 million zloty in 2026. Gołąb stressed that the high percentage of negative assessments results from precise risk analysis and selection of the inspection sample. In 2025, 84 per cent of inspections concluded with a negative assessment, and irregularities were found in 97 per cent of proceedings. In 2026, these figures rose respectively to 92 per cent and 99 per cent.
Between 2025 and 2026, the NFZ filed a total of 38 reports to law enforcement authorities.
Neurosurgeons' company with invoices reaching 26,000 zloty per hour
On Monday, Wirtualna Polska reported that a neurosurgeons' company operating across several voivodeships could issue invoices to hospitals reaching 26,000 zloty per hour and over 300,000 zloty for one day of work. According to the portal's findings, doctors performed procedures lasting only several minutes.
"Doctors took 65 per cent of what the NFZ paid for each procedure. On Saturdays they performed several dozen procedures lasting, according to the documentation, between three and ten minutes. According to the NFZ, in the reports they claimed a four times more expensive procedure: one they would not have been able to perform in such a short time" – the portal's report states.
