The man identified as 'Jhoby Weaks' in a temporary energy contract valued at $5 billion with the Puerto Rico Government is Jobadiah "Joby" Sinclair Weeks, 46, a cryptocurrency entrepreneur who in 2019 was accused of $770 million fraud and tax evasion, periodismoinvestigativo.com revealed. The case remains pending sentencing before a court in Newark, New Jersey.
The signature of 'Jhoby Weaks' appears on the contract on behalf of Enchanted Rock, a company that formed a consortium with Power Expectations and Reyes Contractor Group to supply temporary energy to the Electric Power Authority (AEE). Although there is a one-letter discrepancy in the surname, the federal Department of Justice identifies the accused as Jobadiah ("Joby") Sinclair Weeks, confirming that it is the same person.
According to the public record of the federal case, Weeks pleaded guilty on 8 November 2020 before Judge Clair C. Cecchi to one count of conspiracy to offer and sell unregistered securities and another of tax evasion for the years 2015 to 2018. Since then he has been under house arrest at an undisclosed location. Weeks's attorney, Ernesto Cerimele, did not respond to an interview request sent on Tuesday, 11 August.
Two sources confirmed to Bonita Radio that Weeks has served since 2025 as director of the sales office of Enchanted Rock—known as E-Rock—in the Caribbean region. The contract places him living in Texas, but images from a recent interview suggest that he is in a location from which the sea can be seen. Weeks, originally from Colorado and registered resident in Arvada at the time of his guilty plea, boasts on his website of having become a millionaire at age 22.
The contract was managed by Regulatory Compliance Services (ReComS), chaired by former federal prosecutor Osvaldo Carlo Linares, which operates the Independent Procurement Office (3PPO). This office, created by the Authority for Public-Private Partnerships (APP), handles auctions and tenders for energy contracts. The APP paid $300,000 to ReComS over the last two years for that role.
In a letter dated 8 August addressed to the so-called Energy Tsar, Josué Colón—head of the APP—Carlo Linares argued that his office verified documents from Power Expectations since March 2025 that credit Enchanted Rock as designee of that company as "exclusive agent in Puerto Rico and Florida". The letter also mentions an agreement of 1 June 2025 between Power Expectations and Weeks that attributed him the title of "Chief Operating Officer" for Caribbean operations, justifying his signature on the contract.
When asked who was responsible for verifying the background of the signatories, Carlo Linares responded: "We did the clearance work on the corporation; we did not have to do clearance on everyone who works for the corporation". In an interview with El Nuevo Día, he only placed him in Colorado and noted that contact with Weeks has been virtual since 2025.
The 3PPO is preparing a file before the federal Prosecutor's Office of Puerto Rico, headed on an interim basis by Héctor Ramírez Carbó, in relation to irregularities in the signature of 'Jhoby Weaks', initially revealed last Friday by the programme Los Datos son los Datos. The Energy Tsar, Josué Colón, was not available to answer questions about the transaction.
The contract presents at least one other irregularity in the signatures: the president of Reyes Contractor Group, Inc., whose full name is Dennys R. Reyes Vega according to the corporate record, appears in the document as 'Denis Reyes'. The Reyes Contractor Group company had been the subject of findings in an audit by the University of Puerto Rico in Humacao for roof waterproofing contracts, according to previous CPI publications. Reyes hung up when contacted for an interview.
The third signatory to the contract, Eddie Echevarría, represents Power Expectations, a company which according to Florida Politics lacked the experience, track record and capital necessary for energy projects of this scale. On behalf of the AEE, the contract was signed by Mary Carmen Zapata, who was also not available to answer questions.
In the federal case, the main defendant is Matthew Goettsche, charged with defrauding investors of $722 million. Weeks's sentencing hearing, originally scheduled for 14 March 2021, has been postponed on at least four occasions. The last movement recorded in the case—number 19-cr-0877 in the Newark jurisdiction—occurred on 27 July, when Judge Cecchi indicated that the sentencing date would be announced at a later proceeding.
