A 68-year-old Brazilian citizen identified in Paraguay as Luciano Pereira Castelo pointed a pistol at a Paraguayan truck driver on Friday 28 August following a traffic dispute on Teniente Manuel Pino González street in the Mbocayaty neighbourhood of Asunción, according to abc.com.py.
The incident involved a Mercedes Benz concrete mixer truck driven by Nery Soto Arévalos, a 33-year-old Paraguayan, and a Toyota Fortuner pick-up truck driven by the accused. A bystander recorded the moment when the Brazilian pointed the weapon at the truck driver.
Pistols handed over, but the man escaped
Military personnel from the General Directorate of Weapons Material (Digemabel) located the suspect on Tuesday 1 September at his residence in Lambaré. At that time, Pereira Castelo voluntarily handed over two pistols, including a Tanfoglio P19, 9 millimetre calibre, identified as the weapon used in the threat.
The following day, Wednesday 2 September, police from the Asunción Investigations Department presented themselves to seize the Toyota Fortuner pick-up truck, but the suspect was no longer at the location. That same afternoon, advised by a lawyer, the Brazilian presented himself to prosecutor María del Carmen Palazón Ambrasath of the Asunción Prosecutor's Office. After hearing him, the official decided not to order his arrest.
Double identity and arrest warrant for homicide
Investigations police informed the prosecutor that Luciano Pereira Castelo used the name Luciano Pampado Casquel in Brazil, and that under that identity he has an arrest warrant for aggravated homicide. The crime attributed to him allegedly occurred in 1987 in the city of São Manuel, state of São Paulo, according to documents obtained from open sources.
This is not his first record. On 8 September 2010, a combined police and prosecutors' team had already raided the foreigner's business in Lambaré on suspicion that he was using a false identity and allegedly laundering drug trafficking money. That case did not proceed and the Brazilian was acquitted.
Now, 16 years after that raid, the episode of the pistol threat on a public thoroughfare revived the case file. According to police consulted by abc.com.py, the case could be reopened on the basis of the new incident involving the same individual.
