A nine-year-old boy lost his life on Wednesday in the town of Limanu, Constanța County, after being trapped under a sewer cover in the courtyard of an abandoned building, according to News.ro. Police have opened a criminal file for manslaughter.
Constanța County Police Inspectorate was notified that a child had suffered an accident in a canal. Upon arrival at the scene, officers confirmed the report.
"Officers deployed to the scene confirmed what had been reported, involving a nine-year-old boy who, whilst playing in the courtyard of a building, was trapped under a sewer cover. A medical team attended the scene and established that the victim was deceased," police stated.
Building belongs to Coast Guard, unused since 2001
On Thursday, representatives of the Coast Guard confirmed that the building is listed in records from 1975 and is currently under the institution's administration. The building is surrounded by a fence made of reinforced concrete prefabricated elements, and access to the premises is restricted, they specified.
"Following the reorganisation process of Border Police structures, carried out in 2001, the building was no longer used, as it no longer presented operational or administrative utility for the institution. Previously, it had been in use by border troops, functioning as a border post," Coast Guard representatives stated.
Procedures to remove the building from administration were initiated starting in 2020, with the building currently remaining in that status, according to the same source.
Investigation continues
Police in Constanța have opened a criminal file for manslaughter and are continuing their investigation to establish the exact circumstances in which the child entered the premises and the manner in which the fatal accident occurred.
