The man from Bihor accused by anti-corruption prosecutors of running a criminal organisation under the guise of charitable activity stated on Thursday that he had repeatedly requested support from health authorities. He claims he sent messages to health ministers asking them to take over patients from the centre he administered in the Dumbrava locality if his activities did not comply with legal standards.
According to his statements, the authorities either did not respond to him or directed him towards other institutions. He asserts that he attempted to work with the state but did not receive support.
The man denies accusations of profiting from the people housed at the centre. He claims that the majority of those admitted had no income and that monthly expenses for each patient exceeded the amounts collected. According to his account, the money discovered by investigators during searches represented funds intended for paying staff salaries.
He also states that the people housed came from extremely poor conditions, some having been found on the street or in derelict dwellings. He claims he attempted to offer them a better environment than the one they came from.
Regarding accusations of forging documents, the man rejects them, saying he would not have had the capacity to commit such acts. He also denies having had meetings with certain local politicians.
However, DIICOT prosecutors claim something entirely different. Investigation no. 3639/19/P/2025 targets an organised criminal group consisting of the man, his wife and his sons, active since 2020 under the name of a humanitarian association. According to the indictment, victims were recruited from medical and social care facilities across the country, their documents and personal belongings were confiscated, and their income was appropriated by the gang members.
During searches, over 400 people were discovered at 18 locations. Investigators' data shows that since 2006, over 3,300 people would have passed through these centres, and approximately 1,020 of them would have died.
