The Pașca family and coordinator Delia Păcală, accused of human trafficking and exploitation of vulnerable people through illegal shelters in Bihor, will be investigated at liberty under judicial control, the court has decided.

The Bucharest Court of Appeal rejected the request from DIICOT prosecutors for preventive arrest of members of an alleged criminal network in Bihor county, ordering that they be investigated while at liberty under judicial control measures.
Viorel-Teodor Pașca, his wife Florica and their three sons, together with Delia Mioara Păcală – the activities coordinator – are suspected of having established an organised criminal group from 2020 onwards. The group allegedly operated under the cover of the "Dumbrava DPG" Association, presented publicly as a humanitarian entity, according to a DIICOT statement cited by Cotidianul.
According to investigators, hundreds of individuals in vulnerable situations – elderly people, homeless people and people with severe mental disorders – were allegedly turned into sources of profit. The network allegedly obtained revenues estimated at over 13 million lei from the exploitation of these beneficiaries.
The court justified its decision on the grounds that the defendants do not pose an immediate social danger and can be monitored during the investigation without deprivation of liberty. Following the intervention of the authorities, the clandestine centres were evacuated, and the persons housed there were taken over by the state.
Viorel Pașca previously stated that his conscience is clear and that he attempted to help people abandoned by families and institutions.
