Vasile Moldoveanu, father-in-law of former presidential candidate Călin Georgescu, presented himself on Tuesday at the headquarters of DIICOT to be questioned by investigators, according to Gândul. His summons concerns a bank transfer of 118,000 lei from his account to the account of businessman Răzvan Leu, a transaction recorded with the note "loan", although evidence in the case file would indicate a different nature of the payment.

According to case documents reviewed by Gândul, Leu claims that he paid the sum of 1,100,000 euros as part of a scheme related to obtaining financing for a precious metals business and that he received no credit in return. Realising he would be a victim of fraud, he attempted mediation through mediator Steluța Năstase, whose office is located near the Bucharest Court.

The mediation was to take place between Leu, Ion Negoescu, Ionel Rusen, Călin Georgescu and Massimiliano Arena. Before the date set for presentation to the mediator — 18 October 2023 — Leu received via bank transfer the sum of 118,000 lei from Vasile Moldoveanu, "about whom he learned was the father-in-law or relative by marriage to Călin Georgescu", the case documents from Bucharest Court of Appeal state.

"Regarding this transfer, he was notified by telephone by Călin Georgescu, who confirmed the transfer and specified that it was assistance being offered", DIICOT investigators noted in the case documents.

The investigators also note that, on 6 October 2023, Leu transmitted his bank account details to Georgescu for a payment, in circumstances where no credit operation had been concluded and the sum paid as a guarantee had not been returned to him. Georgescu thanked him and communicated that he "would return shortly" regarding the transfer.

"Shortly after this communication, the aforementioned Georgescu sends to the injured party a receipt bearing the note 'done', the sum in question however not being transferred directly by Călin Georgescu, but by Vasile Moldoveanu, in his capacity as his father-in-law", the case file states. The supporting document for the transaction explicitly mentions the word "LOAN" in the "transaction details" section, although other evidence in the case file would contradict this classification.

Călin Georgescu was placed under preventive arrest for 30 days on Tuesday, 29 September, by decision of Bucharest Court of Appeal, in the DIICOT case in which he is accused of forming an organised criminal group and fraud with extremely serious consequences in continued form. Previously, on 21 September, he had been detained for 24 hours by the same institution in the same case.

According to Gândul, police picked Georgescu up at his home and transported him to the central police station, where tens of his supporters were waiting for him. As he left the courtyard, the former candidate attempted to raise his cuffed hands — a gesture he had made a week earlier, upon leaving DIICOT headquarters — but the police officers flanking him blocked the movement. The supporters present reacted with boos.

In front of the central police station, protesters chanted messages of solidarity. When they spotted the car transporting Georgescu, several of them attempted to breach the protective barriers installed by the gendarmerie. A woman fell to her knees and began to cry, according to images captured at the scene.

The case stems from a complaint by Răzvan Leu, a businessman who claims he lost approximately 1.1 million euros in a scheme related to obtaining financing for a precious metals business. DIICOT investigators are investigating Georgescu for forming an organised criminal group and fraud with extremely serious consequences, in continued form.
