Tax shield: Financial administration and police join forces against fraud costing billions

The shadow economy in Slovakia represents a volume of 17 billion euros, which corresponds to roughly 12 to 13 per cent of gross domestic product. This is stated by spravy.stvr.sk with reference to a briefing on Monday (1 June), at which the president of the Financial Administration Jozef Kiss and the president of the Police Force Jana Maškarová signed a memorandum entitled "Tax shield".
"This is mainly due to unreported revenues, illegal work and tax evasion," Kiss explained. According to him, the memorandum is aimed at creating joint expert teams and improving information exchange between both institutions — particularly their timeliness.
The efficiency of tax inspections reached a level of 87 per cent in 2026, with the value added tax (VAT) area exceeding 92 per cent. In the first four months of this year, the Financial Administration carried out 59 inspections with a total finding of 54 million euros. The number of inspections increased year-on-year by roughly 30 per cent, in some segments by as much as 300 per cent — particularly in the area of unreported revenues.
Kiss also warned that analysts at the Financial Administration have identified approximately 30 natural persons — Slovak nationals — involved in complex tax fraud and evasion schemes. "Today we have them connected to roughly 80 million euros, which are linked to these 30 persons. So this is also an agenda that the Tax shield will address," Kiss said.
Maškarová emphasised the need for faster action. "We need to be prompt, we need to be more efficient than we have been, we need to be faster than our offenders, who, when they find out that we are acting on the matter, cover their tracks," she said. Late documentation of criminal activity according to her complicates investigation and sometimes makes its successful conclusion impossible.
