Second police officer detained in Marset case: who is Captain Guillermo Ruiz
Police Captain Guillermo Ruiz was apprehended in Sucre, becoming the second officer detained as part of investigations into the alleged theft of suitcases and belongings from the residence where Uruguayan drug trafficker Sebastián Marset was captured. According to correodelsur.com, Ruiz was in the departmental capital taking a course for captains at the Police University at the time of his arrest.
Colonel Martín Aruquipa, departmental police commander in Chuquisaca, confirmed the apprehension and stated that Ruiz was later transferred to La Paz to make statements before the authorities.
During the operation to capture Marset, carried out in March in Santa Cruz, Ruiz served as aide-de-camp to the national director of Intelligence, Óscar Moreno. Following the arrest of the drug trafficker and his transfer to Viru Viru airport, Ruiz remained at the detainee's house.
Colonel Erick Correa, who declared himself in hiding after receiving an arrest warrant, stated in an interview with Correo del Sur that it was Ruiz who removed the suitcases from the property. Correa claimed to have identified him in security camera footage circulated on social networks: "He was wearing green trousers that the other officers didn't have, we were all dressed in black. So I can see that he did put a suitcase into that vehicle in which, they say, Sebastián Marset would have left earlier, when that's not the case."
The Public Prosecutor's Office is investigating the disappearance of money and valuable objects from that residence. Among the key evidence are security camera recordings that would show police officers removing suitcases from the location.
In addition to Ruiz, Lieutenant Colonel Marcelo Ferrufino—the first person detained in the case—remains under arrest. Both Ferrufino and Correa had rejected the accusations and defended their conduct in the operation. The three heads of the operation, Correa, Óscar Moreno and Juan Ferrufino, have active arrest warrants.
