A truck loaded with large volumes of falsified Ciego Montero water bottles was discovered in Cienfuegos, and at least one person was detained in connection with the scheme. The report was published by the official-aligned Facebook profile Las cosas de Fernanda, according to cibercuba.com.
Images released show the rear platform of the vehicle with bottles stacked in tiered rows, blue caps and transparent labels, parked in an urban area of the city. The organised arrangement of the product points to a large-scale distribution operation.
The fraud consists of refilling empty original Ciego Montero containers with uncertified water to resell them as legitimate product from the brand. The practice is described as "common in Cuba" and represents a direct health risk for consumers.
Insufficient security measures
Portales S.A., the company that produces Ciego Montero mineral water, attempted to curb this type of fraud in April 2024 with the introduction of a new security seal on the bottles. The system adds a dual authentication mechanism: a seal at the joint of the cap with the ring, in addition to the existing laser marking.
The case discovered this month in Cienfuegos demonstrates that these measures have not managed to eradicate the problem. Counterfeiting operations have escalated to involve truck transport of large quantities of adulterated product.
Shortage as a structural context
The fraud occurs in a context of widespread shortage of basic products in Cuba, where the high demand for bottled water makes Ciego Montero a recurring target for this type of scam. Ciego Montero is one of the most recognised water brands in the country, produced in the namesake locality in Cienfuegos province, which makes that community particularly sensitive to its counterfeiting.
The water supply crisis in Cienfuegos exacerbates the situation: residents face problems in the distribution network and lack of institutional response, which increases dependence on alternatives such as bottled water, and with it the exposure to adulterated products.
Citizen reaction and action by authorities
The group "Cienfuegueros 100%", which functions as a civic denunciation platform for residents and natives of Cienfuegos, publicised the case. The post accumulated 164 reactions, reflecting public concern over a practice that puts at risk the health of those consuming the product.
The detention of at least one person indicates that authorities acted following the public report. The scale of the operation discovered, however, raises questions about the depth of the network behind the fraud.
