Restitution ceremony at Faculty of Medical Sciences "Victoria de Girón" following theft of basic furnishings
Doors, windows and chairs were stolen from the Faculty of Medical Sciences "Victoria de Girón", located in Cubanacán, Playa municipality, Havana, according to reports from cibercuba.com. On Monday last, the National Revolutionary Police (PNR) organised a public restitution ceremony for the goods at that institution, which is part of the University of Medical Sciences of Havana.
The ceremony was presided over by Colonel Juan Carlos González Mederos, head of the PNR in Playa municipality. The goods were received by Dean Adina Pérez and Rector Yoandra Muro in representation of the institution.
Three officers received public recognition for their work in clarifying the case: Captains Delvis Enrique Bequer, Eliécer Castellanos Nieves and Yoelsis Griñán Maceo.
The event was broadcast through the Facebook account "Héroes de Azul en Cuba", a channel linked to the PNR and the Ministry of the Interior (MININT), with the message: "Successful result by the Blue Heroes: commitment, efficiency and honour in service of the people".
Sources did not specify the exact date of the theft, the quantity of items stolen, their economic value, or whether any persons were arrested or charged in connection with the incident.
Context: thefts from state entities on the rise
That an institution of such standing should be stripped of elements as basic as doors, windows and chairs reflects the level of material deterioration Cuba is experiencing. Theft from state entities—universities, hospitals, energy installations—has increased steadily over recent years.
A report from April 2026 documented 1,536 cases of theft during 2025, which would represent a 479 per cent increase compared to 2023. In October of this year similar incidents were reported at the University of Medical Sciences in Villa Clara, where four cases were clarified and three persons arrested, as well as at multiple state entities in Guantánamo, with thefts of solar panels, university mattresses and fuel from a polyclinic.
Restitution as a format for institutional propaganda
The PNR and MININT have transformed these acts of return into a recurring format of institutional communication, disseminated on social networks, official press and television over recent years. The practice gained particular momentum from 2020, when the regime began televising police operations. Although those broadcasts have decreased in frequency, publications continue from profiles linked to the propaganda apparatus. The pattern repeats across different provinces: uniformed officers, speeches and recognition of officials who present routine operations as major police victories.
