Public Prosecution Service charges Santiago Peña with "breach of trust" following Ueno Bank closure

Paraguay's Public Prosecution Service ordered the house arrest of former president Santiago Peña on Friday for "breach of trust", minutes after the Senate removed him from office and stripped him of immunity, according to latercera.com. The measure comes amid a political crisis triggered by the closure of Ueno Bank.

The order, formalised in Case No. 92/2026 and directed at the National Police commander, requires guaranteeing Peña's house arrest "until such time as he is placed at the disposal of the Public Prosecution Service in the Unit for Economic Crimes and Anti-Corruption" in Asunción, according to EFE.

The same document orders the arrest of Carlos Carvallo Spalding, who until last Tuesday directed the Central Bank of Paraguay (BCP). Carvallo Spalding must comply with the measure at the facility designated by the Police Command.

The order was issued by Economic Crimes and Anti-Corruption prosecutors Elena Fiore, Christian Benítez and Silvia González Véster, together with the officer from the Specialised Unit for Computer Crimes and Money Laundering, Ruth Karina Benítez. The four officials sent the order directly to the National Police Command for mandatory compliance.

Shortly after the order was issued, Paraguay's Police confirmed that the deposed head of state "is now officially detained" at his home.

The new president, Pedro Alliana—who was Peña's vice president—announced that those affected by the Ueno Bank closure would be compensated. "Our fellow citizens who today are going through a difficult time as a consequence of the financial collapse will be fully compensated. We will not leave them alone", Alliana said after receiving the presidential sash and baton.
