Officers responded at around 11:20 a.m. on 23 February to the 5200 block of Marlboro Pike in the unincorporated section of Capitol Heights after reports of a shooting. Downs, also a Capitol Heights resident, was found with a gunshot wound and was pronounced dead at the scene.

Detectives identified McCoy as the suspect and secured an arrest warrant. The Prince George's County Police Department's Fugitive Unit — operating as part of the U.S. Marshals Service Capital Area Regional Fugitive Task Force — subsequently established that McCoy had travelled to Colorado.

Working alongside a U.S. Marshals task force in Colorado, investigators took McCoy into custody on Monday. Police said the victim and suspect were known to each other, and that detectives believe the shooting arose from an argument.

McCoy is charged with murder and related offences. He remains held in Colorado pending extradition to Prince George's County.
