A federal court in Manhattan handed down a 30-year prison sentence to exiled Chinese billionaire Guo Wengui for orchestrating a sweeping financial fraud that cost more than 1,000 investors across the globe hundreds of millions of dollars.
Judge Analisa Torres delivered the ruling in a packed courtroom, where supporters of the convicted businessman had gathered. During sentencing, she read aloud letters from victims who described losing their life savings and experiencing deep shame and anxiety, while family members turned against them over the failed investment.
Prosecutors had sought at least three decades behind bars, arguing that the "staggering" scheme spanning from 2018 to 2023 "destroyed hundreds of lives" and left behind "a sea of wrecked victims and families." Court documents showed that the illegally obtained wealth funded what prosecutors described as "a lifestyle of extraordinary excess and indulgence" — including mansions, yachts, luxury vehicles, designer clothing, and high-end furnishings.
Guo, who also goes by the names Miles Guo and Ho Wan Kwok, was found guilty on nine of twelve criminal counts following a seven-week trial. The evidence demonstrated that he duped thousands of investors through bogus investment agreements that financed his lavish way of living.
Before his conviction, Guo testified about his treatment in custody, claiming he had been hospitalized early on Monday. He disputed a prosecutor's description that he had faked illness, stating he had vomited repeatedly while being returned to jail before being transferred to court. Through an interpreter, he told the judge about his arrival: "When I came here, I said: 'My stomach hurts, I need to use the toilet, I don't feel well.'"
During the hearing, he repeatedly wiped his mouth with a tissue and spoke only briefly about the criminal case, defending his motives by telling the court his reason for coming to the United States was "to destroy the CCP."
The judge noted that Guo "takes no responsibility for his actions and, instead, incredibly insists his conduct caused no loss and harmed no one." She also stated that he "has called on his supporters to harass and intimidate anyone who dares to speak against him." In addition to prison time, Torres ordered Guo to pay $889 million in restitution.
One victim who testified, Wei Chen, told the judge that Guo's fraud "destroyed my life" and the lives of his family members. As Guo left the courtroom after sentencing, his supporters cheered and shouted toward him.
Before his arrest and detention without bail three years ago, Guo had grown close to conservative political strategist Steve Bannon. The two jointly announced an initiative to overthrow the Chinese government in 2020. Guo lived in a luxury apartment overlooking Central Park and had become a member of Donald Trump's golf club in Bedminster, New Jersey.
Guo's defense team argued he was a victim of a "massive, prolonged, and life-threatening" campaign by the Chinese Communist Party, which they claimed recruited powerful figures from American business, entertainment, and political circles to conspire against him. They noted in pre-sentencing documents that a lengthy prison term would only validate China's smear campaign and "further encourage efforts to erase Chinese dissidents from public life." They pointed out that defendants in similar cases had received sentences ranging from two to four years.
Chinese authorities had charged Guo with rape, kidnapping, bribery, and other offenses, charges he maintained were fabricated. Prosecutors contend that after exploiting lax U.S. asylum procedures to gain entry, Guo remained "completely unrepentant" for his crimes.
