New Paltz Driver Faces Felony Charges Over Kingston Hit-and-Run

A 20-year-old New Paltz woman has been charged with multiple felonies following a hit-and-run crash in Kingston that seriously injured a pedestrian, dailyfreeman.com reports.

Angela R. Tortorici was arrested on Wednesday, Feb. 18, at 8:40 p.m. in New Paltz, nearly three months after the incident. Kingston police charged her with assault, vehicular assault, and leaving the scene of an accident resulting in death or physical injury — all felonies. She also faces misdemeanor counts of driving while ability impaired by the combined influence of drugs or alcohol, driving while ability impaired by drugs, reckless driving, and reckless endangerment.

The crash occurred at approximately 1:49 p.m. on Friday, Nov. 21, 2025, at the intersection of Boulevard and South Wall Street. According to the Kingston police incident report, Tortorici was driving a black GMC Jimmy SUV southbound on state Route 32 when she struck a 41-year-old city resident. The victim was found "conscious and alert on the ground with leg pain" and was subsequently transported to Westchester Medical Center in Valhalla.

Following the crash, officers issued a BOLO in New Paltz for a vehicle matching Tortorici's license plate, described as driven by a "female driver wearing a black top." State police located her vehicle at 2:29 p.m. the same day, found "in the woods" behind her Horsenden Road residence. The BOLO was cancelled at 2:37 p.m. Tortorici was taken to HealthAlliance Hospital for a blood draw at 4:50 p.m. that afternoon.

Tortorici was initially held at Ulster County Jail without bail before being released. The current status of the charges was not immediately available.

Her name had been withheld by Kingston police under department policy, which bars public identification of arrestees aged 20 or younger. It was released to the Freeman following a state Freedom of Information Law request.
